2. S&T Governance & the PSA
- The Principal Scientific Adviser (PSA) to the Government of India advises the PM & Cabinet on science & technology and coordinates across agencies.
- The PM-STIAC (Science, Technology & Innovation Advisory Council), chaired by the PSA, drives national science missions.
- The Ministry of Science & Technology (with DST, DBT, DSIR/CSIR) & sectoral ministries jointly run India's science apparatus.
3. STIP & S&T Policy Evolution
- India's policy journey: Scientific Policy Resolution (1958) → Technology Policy Statement (1983) → S&T Policy (2003) → STI Policy (2013) → the draft Science, Technology & Innovation Policy (STIP).
- STIP goals: make India a global S&T leader, double the number of researchers & GERD, promote open science, decentralised & inclusive research, self-reliance & a strong innovation culture.

- INSPIRE (Innovation in Science Pursuit for Inspired Research) — scholarships & fellowships to attract youth to science.
- Awards: the Rashtriya Vigyan Puraskar (RVP) now consolidates top science awards (which replaced the Shanti Swarup Bhatnagar-era scheme structure); other fellowships include Ramanujan & JC Bose.

7. Intellectual Property Rights (IPR)

- GERD (Gross Expenditure on R&D) = a country's total R&D spend, usually shown as a % of GDP. India's GERD (≈0.6–0.7% of GDP) is low vs peers (2–4%) & is dominated by government (private share is small) — a core weakness STIP/ANRF target.
- Global Innovation Index (GII) (WIPO) ranks innovation ecosystems; India has climbed steadily into the top ~40, leading among lower-middle-income economies.
- India is a leader in scientific publications & PhDs by volume but lags in per-capita output, patents & research-to-commercialisation.
9. Scientific Temper & Challenges
- Scientific temper — a rational, questioning, evidence-based outlook — is a Fundamental Duty under Article 51A(h) of the Constitution (the term is associated with Nehru).
