Diplomacy is the management of a state's external relations by peaceful means. Traditionally it was narrow — conducted by professional diplomats, in capitals, about war, peace, alliances & borders. The "changing sphere" describes how, since the end of the Cold War & the rise of globalisation, the agenda, instruments, actors and arenas of diplomacy have all widened dramatically — so that vaccines, data, climate targets, supply chains, chefs & cricket are now tools of statecraft.
