The one-line arc to remember

India's foreign policy is a single story of protecting strategic autonomy while pursuing development and security, told in changing grammar. The ends have stayed remarkably constant — independence of judgement, developmental priority, a claim to civilisational stature. Only the means shifted with the world: non-alignment when the Cold War forced a binary; Soviet tilt when 1971 demanded a partner; economic diplomacy & multi-alignment once 1991 opened the economy and a rising China reshaped Asia. Jaishankar's six eras are simply chapters in that one arc — do not memorise them as disconnected boxes; read them as an evolving answer to the recurring question: how does a civilisational-sized, developing power stay independent in a world it does not control?

1. Why Study Foreign Policy in Phases

Foreign policy is not a fixed doctrine handed down in 1947; it is a living response to a changing distribution of power, a changing economy and changing leadership. Dividing seven-plus decades into phases lets us see pattern and change together — what endured and what adapted.

Ways scholars periodise Indian FP

By leadership — Nehru, Shastri, Indira, Rajiv, Rao, Vajpayee, Manmohan, Modi.
By the global system — Cold War (bipolar) → unipolar moment → emerging multipolarity.

2. Jaishankar's Six-Era Framework

In The India Way (2020), External Affairs Minister S. Jaishankar reads independent India's diplomacy as six phases, each ending when a shock forced a rethink.

3. Phase I — Optimistic Non-Alignment (1946–1962)

The founding era. A newly independent, resource-poor India chose to stay out of the Cold War blocs and build peace through moral diplomacy.

Doctrine: Non-Alignment — refuse permanent membership of either the US-led or Soviet-led bloc; judge each issue on merit.
Nehru's premises: military blocs breed war; a poor nation must guard scarce resources for development, not arms; Asia and Africa must have an independent voice.
Signature moves: Panchsheel (1954) with China; Bandung Conference (1955); founding pillar of NAM (Belgrade 1961); recognition of PRC and advocacy of its UN seat.
Instruments: moral persuasion, mediation (Korea 1953, Indo-China), leadership of the newly decolonised world.
Blind spot: under-investment in hard power and a naive read of Chinese intent — "Hindi-Chini Bhai-Bhai" masked the boundary dispute.

Why it ended: the 1962 China war shattered the assumption that goodwill and non-alignment alone could secure India. Idealism met the limits of a weak military.

4. Phase II — Realism & Recovery (1962–1971)

A chastened decade of rebuilding capability and hedging after the 1962 shock.

Shift: from pure moralism toward hard-power realism — rapid army modernisation, mountain divisions, nuclear thinking begins.
Twin pressures: a hostile China plus a US-armed Pakistan (1965 war) forced India to seek reliable partners.
Tilt toward Moscow: the USSR emerged as a dependable supplier of arms and diplomatic cover; the US-Pakistan-China axis pushed India leftward.
Domestic backdrop: Nehru's death (1964), Shastri's Tashkent (1966), food crises — foreign policy became tied to survival and self-reliance.

Why it ended: the 1971 Bangladesh crisis pushed India to formalise the Soviet partnership and act decisively, opening a new assertive phase.

5. Phase III — Regional Assertion (1971–1991)

India's most self-confident Cold-War phase — a clear South Asian pre-eminence backed by the Soviet alignment.

1971 war & Bangladesh: decisive military victory; the Indo-Soviet Treaty (Aug 1971) deterred US-China pressure — India as the subcontinent's security manager.
Strategic milestones: Pokhran-I "peaceful nuclear explosion" (1974); Sikkim's merger (1975); the "Indira Doctrine" of keeping outside powers out of the neighbourhood.
Interventions: IPKF in Sri Lanka (1987–90); Operation Cactus in Maldives (1988) — regional policing role.
Costs: over-dependence on a declining USSR; friction with smaller neighbours who resented "big-brother" behaviour.

Why it ended: the Soviet collapse (1991) plus a balance-of-payments crisis destroyed both the strategic anchor and the economic model overnight.

6. Phase IV — Safeguarding Autonomy (1991–1998)

The pivot from a socialist, Soviet-anchored posture to a market-reforming, multi-directional one.

Trigger: 1991 twin shock — USSR gone, forex crisis. India liberalised (LPG reforms) and had to earn its security in a US-dominated unipolar world.
Look East Policy (1992): Narasimha Rao reoriented India toward ASEAN and East Asia for trade and strategic depth.
Mending fences: outreach to Israel (full ties 1992), the US, and the Gulf; economic diplomacy replaced ideological posturing.
Core task: preserve strategic autonomy while integrating with a Western-led global economy — hedge, don't bandwagon.

Why it ended: Pokhran-II (1998) transformed India into a declared nuclear-weapon state, changing the terms of its global engagement.

7. Phase V — Rising Balancer (1998–2013)

India converts economic growth and nuclear status into strategic weight, balancing among all major powers.

Nuclear mainstreaming: post-Pokhran-II sanctions gave way to the India-US Civil Nuclear Deal (2005–08) and the NSG waiver — India accepted as a responsible nuclear power outside the NPT.
Multi-alignment begins: simultaneous deepening with the US, Russia, EU, Japan, and Israel; issue-based coalitions replace fixed blocs.
Economic diplomacy: 7–9% growth made India a courted market; rise of BRICS, G20, IBSA.
Neighbourhood & East: Look East matures; SAARC and connectivity push; growing India-China trade alongside boundary caution.

Why it ended: a more assertive China, a shifting global balance, and a new government (2014) ushered in a more energetic, front-foot diplomacy.

8. Phase VI — Energetic Engagement (2014–present)

Jaishankar's own era: proactive, interest-driven, multi-aligned diplomacy that seeks to shape outcomes, not merely react.

Multi-alignment as strategy: deepen the US partnership (Quad, defence foundational pacts) while retaining Russia (defence, energy) and courting the Gulf — "engage all, ally with none."
Neighbourhood First + Act East + SAGAR: connectivity, vaccine diplomacy (Vaccine Maitri), HADR, and Indian Ocean security.
Indo-Pacific & minilaterals: Quad revival, I2U2, IMEC, Global South leadership (Voice of Global South Summits, African Union into G20 during India's 2023 presidency).
Strategic autonomy tested: continued Russian oil imports post-Ukraine (2022) despite Western pressure — interests over alignment.
Self-image: a "leading power," a "Vishwamitra" / Vishwa-Guru shaping the global agenda, not a rule-taker.

9. What Stays Constant — Enduring Principles

Phases change tactics; a stable core of principles runs through all six eras.

Strategic autonomy: from Non-Alignment to multi-alignment — the label changes, the refusal of bloc-loyalty does not.
Development-first: every phase subordinated foreign policy to national economic needs.
Territorial integrity & sovereignty: non-negotiable across all governments.
Faith in multilateralism: though the target shifted from NAM/G-77 to G20/Quad/reformed-UN.
Neighbourhood as priority: the "peaceful periphery" instinct, even when execution faltered.
Civilisational self-image: Panchsheel, Vasudhaiva Kutumbakam, moral voice — a constant rhetorical and normative thread.

10. What Drives the Shifts

Transitions between phases are not random — a recurring set of drivers forces each doctrinal reset.

External shocks: 1962, 1971, 1991, 1998 — each war or crisis exposed the limits of the prevailing doctrine.
Systemic power shifts: bipolar Cold War → unipolar 1990s → emerging multipolarity — India recalibrated to each structure.
Domestic transformation: the 1991 reforms, leadership changes (Nehru→Indira→Rao→Vajpayee→Modi), and economic capacity redefined what India could pursue abroad.
Rising capability: as GDP, military and technological weight grew, ambition scaled from survival to shaping the order.

11. From Non-Alignment to Strategic Autonomy

The single most examined thread — how the founding idea evolved without abandoning its core.

Continuity: both reject dependence and preserve freedom of choice — the DNA is identical.

Sustain multi-alignment: keep issue-based coalitions flexible; avoid over-commitment to any single pole.
Comprehensive national power: grow economic, military, technological and soft-power capacity as the base of influence.
Neighbourhood delivery: complete connectivity and development projects on time to counter Chinese competition credibly.
Global South leadership: institutionalise the "Voice of the Global South" role to shape norms and reform agendas.
Capacity building: expand the foreign service, invest in strategic research, and modernise economic diplomacy.
Guard strategic autonomy: diversify defence and energy sources to keep decision-making free.
