India's foreign policy begins at its borders. Neighbourhood First is the organising doctrine for India's ties with its immediate South Asian and Indian Ocean neighbours — a non-reciprocal, delivery-focused, connectivity-led approach that treats a stable, prosperous periphery as the foundation of India's own rise. This book-depth framework chapter traces the doctrine's evolution from the Gujral Doctrine to Neighbourhood First (2014), sets out its rationale, objectives and five instruments (connectivity, development partnership, HADR, capacity-building, people-to-people), examines the China/BRI challenge and the maritime SAGAR vision, and closes with achievements, challenges and the way forward — the shared lens through which every country chapter (T04, T05, T09–T15) should be read.

One-line arc: A stable, connected, India-friendly neighbourhood is the launchpad for India's global rise — so India offers its smaller neighbours non-reciprocal generosity, connectivity and development, while competing with China for influence across South Asia and the Indian Ocean.

1. What is “Neighbourhood First”

Neighbourhood First is the policy of according the highest priority to India's immediate neighbours — Afghanistan, Pakistan, Nepal, Bhutan, Bangladesh, Sri Lanka, Maldives and Myanmar — in resource allocation, diplomatic attention and delivery of projects.

Core idea: India's own growth and security depend on a peaceful, prosperous, connected periphery; instability next door spills over into India.
Non-reciprocal: India offers more than it asks — asymmetric generosity to smaller neighbours (the Gujral principle), without expecting immediate return.
Delivery-focused: shift from announcements to time-bound completion of connectivity and development projects.
Consultative, not hegemonic: deliberately reframes India away from the earlier “big brother” image toward a benign, first-responder partner.
Two theatres: a continental neighbourhood (land borders, South Asia) and a maritime neighbourhood (Indian Ocean, under SAGAR).

Formally articulated in 2014 — symbolised by inviting all SAARC leaders to the Prime Minister's swearing-in — but its intellectual roots run back to the Gujral Doctrine of the 1990s.

2. Evolution — Gujral Doctrine to 2014

Neighbourhood First did not appear from nowhere; it is the maturation of a decades-long search for a stable periphery.

Fig 8.1 — The neighbourhood idea evolved from SAARC-era institution-building, through the non-reciprocal Gujral Doctrine, to the connectivity-led, delivery-focused Neighbourhood First of 2014 and its maritime extension, SAGAR (2015).

Nehruvian era: Panchsheel and good-neighbourliness in principle, but limited capacity to deliver.
Indira era: the “Indira Doctrine” — assertive, keep outside powers out; effective but bred resentment.
Gujral Doctrine (1996–97): the philosophical turn — non-reciprocity toward smaller neighbours; asymmetry as generosity.
2000s: connectivity, trade and lines of credit become central instruments as India's economy grows.
2014 onward: “Neighbourhood First” formally named; time-bound delivery, HADR first-response, and vaccine diplomacy operationalise it; SAGAR (2015) extends it to the ocean.

3. Why the Neighbourhood Matters

The doctrine rests on hard strategic logic, not sentiment.

Security spillover: instability, terrorism, refugees and radicalisation next door directly threaten India (e.g., cross-border terror, Rohingya influx).
Geography & geo-strategy: India shares land or maritime borders with all of them and sits astride the Indian Ocean's sea-lanes — a stable periphery is a security buffer.
China containment: a friendly neighbourhood denies Beijing strategic footholds (ports, bases, debt-leverage) around India.
Economic integration: South Asia is among the world's least-integrated regions; connected neighbours mean markets, energy and growth for India's east and north-east.
Global standing: a power that cannot manage its own region cannot credibly claim a global role — the neighbourhood is the test of India's leadership.
Civilisational & people links: shared history, religion, rivers and diaspora create both opportunity and sensitivity.

The reframing: from the resented “big brother” of the Indira era to a generous, reliable, first-responder partner — influence through goodwill and delivery rather than coercion.

5. The Five Instruments

Neighbourhood First is operationalised through five mutually reinforcing instruments.

Connectivity: rail/road/waterway links, integrated check-posts, cross-border power grids, petroleum pipelines (e.g., India-Nepal, India-Bangladesh), BBIN motor-vehicle framework.
Development partnership: concessional Lines of Credit, grant-in-aid, High-Impact Community Development Projects — built on the recipient's priorities, not donor conditionalities.
HADR & first response: India as the region's first responder — Nepal earthquake (2015), Sri Lanka economic crisis (2022 support), Vaccine Maitri (2021), tsunami/cyclone relief.
Capacity building: ITEC training, scholarships, institution-building, technical assistance — soft power through skills.
People-to-people: Buddhist & Hindu circuits, tourism, education, media, and diaspora links that anchor goodwill.

6. The Gujral Doctrine

The intellectual bedrock of Neighbourhood First, formulated by I. K. Gujral (Foreign/Prime Minister, 1996–97).

Core idea — non-reciprocity: with smaller neighbours (Nepal, Bhutan, Bangladesh, Sri Lanka, Maldives), India should give what it can without asking for reciprocity; as the larger power, India accommodates.
The five principles (essence): (i) no reciprocity demanded from smaller neighbours; (ii) no South Asian state allows its territory to be used against another; (iii) non-interference in internal affairs; (iv) respect for territorial integrity and sovereignty; (v) settle disputes peacefully through bilateral dialogue.
Logic: asymmetry of power should be matched by asymmetry of generosity — this builds trust and defuses the “big brother” fear.
Legacy: though named for the 1990s, its non-reciprocity principle is the ethical DNA of today's Neighbourhood First.
Critique: critics argue non-reciprocity can be exploited, and that it did not stop neighbours from tilting toward China; supporters say goodwill is a long-term investment.

7. SAGAR & the Maritime Neighbourhood

Neighbourhood First has a sea-facing twin: SAGAR — Security and Growth for All in the Region (announced 2015, Mauritius).

Meaning: India's vision for a stable, rules-based Indian Ocean where all littoral states share security and prosperity; “sagar” also means “ocean” in Hindi.
Pillars: deepen maritime security cooperation; sustainable use of ocean resources (blue economy); collective action against natural disasters, piracy and terrorism; integrated regional maritime connectivity.
Instruments: Information Fusion Centre–Indian Ocean Region (IFC-IOR); coastal-radar and hydrography assistance; capacity-building for smaller navies; first-responder role (e.g., Maldives, Mauritius, Sri Lanka).
Extension — MAHASAGAR (2025): India's evolved maritime vision emphasising mutual and holistic advancement for security and growth across regions — a Global-South-oriented widening of SAGAR. 2025
Why it matters: Maldives, Sri Lanka, Mauritius, Seychelles are maritime neighbours where India competes with Chinese ports and bases; SAGAR is the framework for that contest.

8. Connectivity as Strategy

Connectivity is the single most important instrument — the terrain on which India and China actually compete for neighbourhood influence.

Land: integrated check-posts, cross-border rail (India-Nepal, India-Bangladesh), road corridors, the BBIN (Bangladesh-Bhutan-India-Nepal) motor-vehicle initiative.
Energy: cross-border power trade, transmission lines, the Motihari-Amlekhganj petroleum pipeline to Nepal, hydropower cooperation with Bhutan and Nepal.
Digital & financial: extending UPI and digital-payment linkages to neighbours (Nepal, Sri Lanka, Bhutan, Mauritius) — a new, low-cost connectivity.
Maritime: port development, coastal shipping, trans-shipment (e.g., use of Indian ports by Nepal/Bhutan; Sittwe port under the Kaladan project with Myanmar).
Principle: India offers connectivity that respects sovereignty and is financially sustainable — positioned as the transparent alternative to debt-heavy BRI projects.
Weakness: Indian projects have historically suffered delays; “delivery on time” is the core reform Neighbourhood First demands.

9. The China Challenge

Every neighbourhood relationship is now shadowed by a third player: China, via the Belt and Road Initiative (BRI) and strategic investments.

The “String of Pearls”: Chinese-built or funded ports around India — Hambantota (Sri Lanka), Gwadar (Pakistan), interests in Maldives & Myanmar — seen as potential dual-use footholds.
Debt leverage: Hambantota's 99-year lease after a debt default is the cautionary tale India cites against opaque BRI lending.
Political inroads: pro-China governments periodically emerge (e.g., Maldives “India Out” phase; Nepal, Sri Lanka episodes), testing India's patience.
India's response: transparent, sustainable, sovereignty-respecting alternatives; faster delivery; HADR goodwill; and quiet reminders of the debt-trap risk — not matching China dollar-for-dollar, but competing on trust and reliability.

11. Achievements

Bangladesh transformation: land-boundary agreement (2015), power & connectivity links, booming trade — a model of the doctrine working.
First-responder credibility: Nepal earthquake (2015), Vaccine Maitri (2021), Sri Lanka's ~USD 4 billion lifeline during its 2022 crisis.
Connectivity delivered: cross-border pipelines, rail links, integrated check-posts, and UPI/digital-payment linkages with several neighbours.
Maritime outreach: SAGAR operationalised through IFC-IOR, coastal-radar chains and capacity-building for Indian Ocean states.
Image reset: a visible shift from “big brother” toward reliable-partner and first-responder perceptions in much of the region.
Bhutan & hydropower: a durable, mutually beneficial partnership held up as the gold standard.

12. Challenges

The China factor: deep-pocketed BRI investment and strategic ports steadily erode India's traditional primacy.
Delivery deficit: Indian projects have a reputation for delays and cost-overruns — the single biggest self-inflicted weakness.
Domestic politics of neighbours: anti-India nationalism is an easy electoral card (Maldives “India Out”, periodic Nepal friction).
Pakistan & a stalled SAARC: the India-Pakistan rivalry has effectively frozen SAARC, pushing India toward BIMSTEC.
Trust & asymmetry: the sheer size gap keeps the “big brother” anxiety alive despite non-reciprocity.
Non-traditional threats: refugees, radicalisation, drug & arms trafficking, and climate-driven migration spill across porous borders.
Resource & capacity limits: India cannot match Chinese chequebook diplomacy dollar-for-dollar.

13. Way Forward

Deliver on time: ruthless project-execution discipline — credibility is built by completed, not announced, projects.
Leverage strengths, not chequebooks: compete on trust, transparency, sustainability, culture and first-response — where India has a natural edge.
Deepen sub-regionalism: energise BIMSTEC and BBIN to bypass the SAARC/Pakistan deadlock.
Digital & green connectivity: scale UPI linkages, renewable-energy grids and the International Solar Alliance as low-cost, high-goodwill instruments.
Insulate ties from domestic politics: build institutional, people-to-people and economic stakes that survive government changes.
Consistent generosity with firmness: keep non-reciprocity, but guard core security interests clearly.
Maritime focus: operationalise SAGAR/MAHASAGAR fully to secure the Indian Ocean neighbourhood.
