Core distinction to lock first: State vs Nation

A State is a legal-political entity: a defined territory, a permanent population, a government and sovereignty (the Montevideo criteria). A Nation is a psychological-cultural community — a people bound by shared identity, memory, language or the “imagined” will to live together. A Nation-State is the (rare, idealised) overlap where one nation maps neatly onto one state. India is deliberately a state-nation / civic nation — a single state holding many linguistic and cultural nations together by constitutional citizenship, not by one ethnicity. Keep this triad straight: almost every debate in IR — sovereignty, self-determination, nationalism, secession — is a fight over where the state ends and the nation begins.

1. What is IR & Why Theory Matters

International Relations (IR) is the study of interactions among actors that cross state borders — sovereign states first, but also international organisations, MNCs, NGOs, transnational movements and individuals. It asks the enduring questions: Why do states cooperate or go to war? What is power and who has it? Why do some orders last and others collapse?

A theory is a simplifying lens — a set of assumptions that tells you what to look at and what to ignore. No fact in world politics “speaks for itself”; you always interpret it through a theory, consciously or not. Calling the 2020 Galwan clash a story of power and security is Realism; calling it a failure of institutions and interdependence is Liberalism; calling it a clash of identities and ideas is Constructivism.

Levels of analysis (Kenneth Waltz's “three images”)

Individual level — leaders, personalities, perceptions (e.g., a PM's worldview).
State / domestic level — regime type, economy, bureaucracy, public opinion.
System / international level — the distribution of power and anarchy among states.

The single most important systemic fact for most theories is anarchy — not chaos, but the absence of a world government above states. There is no 911 for a state under attack; this simple structural fact drives much of Realist and Liberal reasoning alike.

Why UPSC cares: Direct MCQs on pure theory are rare, but the vocabulary (sovereignty, soft power, balance of power, non-alignment as an idea, multipolarity) saturates GS-II bilateral and grouping questions and every editorial you will summarise. This chapter is the toolkit; later chapters are its application.

2. State, Nation & Nation-State

These three are constantly confused in answer sheets. Fix the distinctions and the diagram below.

The State (legal-political)

Under the Montevideo Convention (1933), a state needs four elements:

Defined territory — a demarcated land, air and maritime space.
Permanent population — people who ordinarily reside there.
Government — an effective authority that can enforce order.
Sovereignty / capacity to enter relations — supreme internal authority and independence externally.

The Nation (psychological-cultural)

A nation is a felt community. Ernest Renan called it a “daily plebiscite” — a continuous will to live together. Benedict Anderson called it an “imagined community”: its members will never meet, yet feel deep horizontal comradeship. Nations rest on shared markers — language, religion, history, memory, myth — but no single marker is essential.

Types of nationalism (preview of §11)

Civic nationalism

Membership by shared values, citizenship and constitution — open, voluntary. India, France, USA lean civic.

Ethnic / cultural nationalism

Membership by descent, blood, language or faith — ascriptive, closed. Classic 19th-century German romantic nationalism.

The Nation-State & India as a “state-nation”

A nation-state is the neat overlap of one nation and one state — historically rare (Japan, Iceland come close). Most states are multi-national. India is best described (Stepan, Linz & Yadav) as a state-nation: it does not demand one language or one ethnicity; it holds many nations together through inclusive constitutional citizenship, federal accommodation and multiple complementary identities.

3. Sovereignty & the Westphalian Order

Sovereignty is the supreme, final authority of a state — the concept Jean Bodin and Thomas Hobbes theorised and that the Peace of Westphalia (1648) entrenched as the organising principle of modern world politics after Europe's Thirty Years’ War.

Two faces of sovereignty

Internal sovereignty — supreme authority within the territory; no higher power over the government domestically.
External sovereignty — independence from outside control; legal equality of states and non-interference in internal affairs.

The Westphalian principles

Territorial integrity — fixed, inviolable borders.
Legal equality of states — one state, one vote in principle, regardless of size.
Non-intervention in the domestic jurisdiction of others.

These map directly onto the UN Charter (Art. 2) and onto India's own Panchsheel (1954) — mutual respect for sovereignty and territorial integrity, non-aggression, non-interference. India's insistence on sovereignty explains its long discomfort with external mediation on Kashmir and with intrusive conditionalities.

Is sovereignty eroding?

Globalisation, supranational bodies (EU, WTO dispute panels), human-rights norms (R2P — Responsibility to Protect), climate obligations and cross-border data flows all constrain the once-absolute state. Yet sovereignty has proven resilient: the 2020s wave of strategic autonomy, re-shoring and border assertion shows states reclaiming control. 2025–26 The tension between sovereignty and interdependence is the live debate of the decade.

Exam trap: Westphalia (1648) is the birth of the sovereign-state system, not of the UN or of international law as a whole. Do not confuse Westphalia (1648), the Congress of Vienna (1815), the League of Nations (1920) and the UN (1945) — each is a distinct milestone.

4. Power & Its Forms

Power is the currency of IR — the ability of A to make B do what B would not otherwise do, or to shape the environment so outcomes favour A. Power is relational (always power over/with someone), contextual (military power is useless against climate change) and convertible (economic weight buys diplomatic leverage).

Elements of national power

Tangible

Geography, population, natural resources, economic & industrial capacity, military strength, technology.

Intangible

National morale, quality of leadership & diplomacy, political stability, ideology, credibility.

India is a recognised soft-power heavyweight — a civilisational brand (yoga, Ayurveda, cinema, spirituality), the world's largest democracy, a 32-million-strong diaspora, and “first-responder” diplomacy (Vaccine Maitri, Operation Ganga/Kaveri evacuations). Its challenge is converting soft attraction and a large economy into decisive hard-power capability — the essence of the “smart power” project. 2025–26

5. Balance of Power & Polarity

The balance of power is both a situation (a rough equilibrium where no single state can dominate) and a policy (states act to prevent any one power from becoming hegemonic, usually by internal build-up or external alliances). It is the oldest recurring mechanism of the states-system.

Polarity — how many great powers?

Unipolar

One dominant power (the post-1991 “unipolar moment” of US primacy). Risk: over-reach & balancing against the hegemon.

Bipolar

Two blocs (US vs USSR, 1945–91). Neorealists (Waltz) argue it is the most stable — clarity, no miscalculation.

Multipolar

Several great powers (19th-century Europe; the emerging 2020s order). Flexible but prone to miscalculation.

Balancing vs bandwagoning

Balancing — joining the weaker side to check a rising threat (internal = arming; external = alliances).
Bandwagoning — siding with the stronger/threatening power for gain or safety.
Buck-passing — hoping another state bears the cost of balancing.

India's contemporary posture is best read as multi-alignment and soft or “internal” balancing: deepening ties with the US, Quad, France and Russia simultaneously to hedge against a rising China, while avoiding a binding alliance that would sacrifice strategic autonomy. The security dilemma — where one state's defensive build-up looks offensive to others, triggering spirals — explains much of the India–China–Pakistan dynamic. 2025–26 The talk of a multipolar world (and a multipolar Asia) is, in theory terms, a claim about shifting polarity.

Link forward: Non-alignment (Topic 7) was India's Cold-War answer to bipolarity; strategic autonomy & multi-alignment are its answers to unipolarity fading into multipolarity. Same instinct — keep options open — different structures.

6. Realism & Neorealism

Realism is the oldest and most influential tradition — the “default” lens of statecraft. Its lineage runs from Thucydides (“the strong do what they can, the weak suffer what they must”), Kautilya's Arthashastra (mandala theory, matsya-nyaya — the “logic of the fish”), Machiavelli and Hobbes, to the 20th-century masters.

Core assumptions

States are the principal actors, and they are unitary & rational.
The system is anarchic — no authority above states.
States pursue national interest defined as power & security; survival is the supreme goal.
Morality is subordinate to raison d'état; there is no universal ethics that binds states.

Strengths & criticisms

Strengths

Explains war, arms races, alliances and the durability of great-power rivalry; parsimonious and policy-relevant.

Criticisms

Pessimistic & status-quo; downplays cooperation, institutions, economics, ideas and non-state actors; failed to predict the peaceful end of the Cold War.

India lens: India's build-up of credible minimum deterrence, LAC infrastructure, the “Necklace of Diamonds” response to the “String of Pearls”, and its refusal to outsource security are textbook Realist behaviour, even as its rhetoric stays Liberal-Idealist.

7. Idealism, Liberalism & Neoliberalism

The Liberal tradition is Realism's great rival — optimistic about cooperation, progress and the taming of anarchy. Its roots are in Enlightenment thought (Immanuel Kant's Perpetual Peace) and its first IR incarnation was the inter-war Idealism of Woodrow Wilson.

Idealism (inter-war)

Faith in international law, collective security and the League of Nations; war is preventable through institutions and public opinion.
Wilson's Fourteen Points — self-determination, open diplomacy, disarmament.
Discredited by the League's failure and WWII; E.H. Carr's Twenty Years’ Crisis attacked it as “utopian”.

Liberal / Neoliberal claims

Neoliberalism vs Neorealism (the “neo-neo” debate)

Both accept anarchy and rational states, but split on prospects for cooperation. Neorealists stress relative gains (who gains more?) and cheating; neoliberals stress absolute gains (are we both better off?) and institutions' ability to police cheating.

India lens: India's championing of the UN, WTO, climate multilateralism, G20 and reformed multilateralism, and its faith that economic interdependence stabilises ties, are Liberal-institutionalist. “Non-alignment” and “strategic autonomy” blend Idealist rhetoric with Realist practice.

8. Functionalism & Neo-Functionalism

These theories explain how cooperation — even integration — can grow, most visibly in the European project. They are the theoretical spine behind regional groupings you will study later (EU, ASEAN, SAARC, BIMSTEC).

Functionalism (David Mitrany)

Peace is built not by grand political union but by technical, functional cooperation in low-politics areas (health, posts, transport, trade).
“Form follows function” — institutions should be built around specific needs, not fixed territories.
Success in one sector builds habits of trust that ramify into others.

Neo-Functionalism (Ernst Haas)

Refined functionalism to explain European integration; introduced the key idea of “spillover”.
Functional spillover — integrating one sector (coal & steel) creates pressure to integrate related ones (trade, currency).
Political spillover — interest groups & elites shift loyalties to the supranational centre.
Integration is driven by self-interested elites, not idealism.

Exam pointer: The EU (Coal & Steel Community → Common Market → single currency) is the classic spillover story. India's neighbourhood groupings (SAARC stalled, BBIN & BIMSTEC promoted) show why political mistrust can block the functional logic — functionalism assumes cooperation can be de-linked from politics, which the subcontinent disproves.

9. Marxism, Dependency & World-Systems

The Marxist family reads world politics as a story of economic class & global inequality, not of states chasing security. The unit of analysis is the global capitalist economy, and its central fact is exploitation.

Classical Marxism & Leninism

Marx & Engels — history is class struggle; the base (economy) shapes the superstructure (politics, law, ideology).
Lenin's Imperialism, the Highest Stage of Capitalism — capitalism exports its crises abroad; imperialism & colonial rivalry are its logical outgrowth.

Dependency Theory (Prebisch, Frank, dos Santos)

The world is split into a wealthy Core (metropole) and a poor Periphery (satellite).
Underdevelopment is not a “stage” but is actively produced by the core's extraction of surplus from the periphery — the “development of underdevelopment”.
Inspired Third-World demands for a New International Economic Order (NIEO) in the 1970s — a cause India helped lead.

World-Systems Theory (Immanuel Wallerstein)

A single capitalist world-economy with a three-tier structure: core, semi-periphery, periphery.
The semi-periphery (rising powers like India, Brazil, China) both exploits and is exploited — a mobile middle that stabilises the system.

India lens: India's historic leadership of the G-77, NAM economic agenda, NIEO and “Global South” advocacy — and today's push for a fairer trade, debt, technology and climate-finance order — draws on this structural-inequality critique. 2025–26 “Voice of the Global South” summits are its current expression.

10. Constructivism & Critical Theories

Constructivism is the major “middle-ground” challenger that rose after the Cold War's peaceful, unpredicted end. Its core claim: the international system is socially constructed — made of ideas, identities, norms and shared understandings, not just material power.

Core ideas (Alexander Wendt, Nicholas Onuf)

“Anarchy is what states make of it” (Wendt) — anarchy has no fixed logic; whether it breeds war or friendship depends on shared ideas. (500 British nuclear weapons are less threatening to the US than 5 North Korean ones — identity, not numbers, decides.)
Interests and identities are not given but formed through interaction and socialisation.
Norms (sovereignty, human rights, the nuclear taboo, anti-apartheid) shape and constrain state behaviour.

Critical & reflectivist theories (brief)

Feminism

Gender is central to world politics; “security” and the state are gendered; asks “where are the women?” (Enloe, Tickner).

Post-colonialism

IR is written from a Western vantage; recovers the agency & experience of the colonised (Said's Orientalism). Resonant for India.

Critical Theory

Frankfurt School / Cox — “theory is always for someone”; aims at emancipation, not just explanation.

Green Theory

Ecology & planetary limits as the frame; the state-system is ill-suited to global environmental collective action.

Alongside these sits the English School (Hedley Bull's Anarchical Society) — a via media holding that states form an “international society” bound by shared rules & institutions (diplomacy, international law, balance of power), sitting between Realism and Liberalism.

11. Nationalism & Self-Determination

Nationalism is the political principle that the nation and the state should be congruent — that each nation deserves self-government. It is the most powerful political force of the modern age, capable of both liberation (anti-colonial nationalism) and destruction (chauvinism, genocide).

Self-determination — the double-edged norm

The right of a people to determine their own political status (Wilson's Fourteen Points; UN Charter Art. 1). It legitimised decolonisation, but its external form (secession) collides with territorial integrity and sovereignty — the reason India distinguishes internal self-determination (autonomy, federalism, minority rights within a state) from external secession, which it firmly rejects.

India lens: India's response to sub-nationalisms (linguistic reorganisation of states, federal accommodation, Sixth Schedule) is the civic/state-nation model in action — grant internal self-determination to defuse demands for external self-determination. Pakistan's invocation of “self-determination” for Kashmir is countered on the ground that J&K's accession and repeated elections settle the sovereignty question.

12. Key Operating Concepts

A quick glossary of terms that recur across every later chapter — know each in one line.

National interest

The core goals a state pursues — survival, security, economic well-being, prestige. The compass of all foreign policy.

Anarchy

Absence of a world government above states — not chaos, but self-help. The starting premise of Realism & Neoliberalism.

Security dilemma

One state's defensive measures look offensive to others, triggering counter-measures & spirals (Herz, Jervis).

Deterrence

Preventing an action by threatening unacceptable retaliation; MAD (Mutually Assured Destruction) is its nuclear form. Underlies India's “credible minimum deterrence” & No-First-Use.

Diplomacy

The peaceful management of relations by negotiation — bilateral, multilateral, summit, track-II, digital & economic diplomacy.

Hegemony

Dominance of one power (Gramsci: leadership through consent, not just coercion). US primacy after 1991 is the reference case.

Multilateralism

Managing issues through rules & institutions of three or more states (UN, WTO, G20); India seeks its reform, not rejection.

Strategic autonomy

Freedom to make independent choices without alignment to any bloc — India's post-non-alignment doctrine.

13. Applying Theory to India's Foreign Policy

India's foreign policy is not the child of any single theory — it is eclectic and pragmatic, blending traditions as circumstances demand. Mapping the lenses:

Functionalism	Promotion of BBIN, BIMSTEC & sub-regional connectivity as apolitical, need-based cooperation to route around SAARC deadlock.

Answer strategy: The best Mains answers refuse to force India into one box. Frame India as a “civilisational-Realist” power — Liberal-institutionalist in rhetoric & multilateral posture, Realist in security practice, and Constructivist in identity & soft-power projection. This nuance scores.

14. Significance & Critique of Theory

Why theory matters for the practitioner (and the aspirant)

It supplies the vocabulary and analytical categories for every issue — a shared language of statecraft.
It reveals hidden assumptions: knowing you are “thinking Realist” lets you test the alternative.
It offers prediction & prescription — theories generate expectations and policy options.
For UPSC, it turns a scatter of current-affairs facts into a structured argument.

The critique

Western-centric — mainstream IR is built on European history; post-colonial & “Global IR” scholars (Acharya) demand pluralism & non-Western concepts (Kautilya, Confucian, Ubuntu).
Over-simplification — parsimony buys clarity at the cost of nuance; no theory fits every case.
Predictive failures — few foresaw the peaceful end of the Cold War, the Arab Spring, or the speed of China's rise.
Normative blind spots — Realism can excuse power politics; critical theorists insist theory should also emancipate.

Amitav Acharya's “Global IR” is the key contemporary corrective — a call to de-centre the West and build a discipline that draws on the histories and ideas of the Global South, including India's own traditions of statecraft.

15. IR Theory in 2025–26 Debates

Theory is not a museum piece — the biggest headlines of the mid-2020s are, at bottom, theoretical arguments. 2025–26

Multipolarity vs a “G-2” world

Is power genuinely diffusing to many centres (India, EU, Global South), or re-concentrating into a US–China bipolarity? A live polarity debate. Live

De-globalisation & weaponised interdependence

Tariffs, export controls, friend-shoring & sanctions test the Liberal claim that trade pacifies — interdependence is now a weapon (Farrell & Newman).

Return of great-power war

Ukraine & West Asia revived Realist pessimism about anarchy, deterrence & the balance of power.

Norm contestation

Sovereignty vs R2P, AI & cyber governance, the “rules-based order” vs “order based on the UN Charter” — Constructivist battles over which norms rule.

Voice of the Global South

India's summitry channels Dependency/World-Systems concerns into demands for reformed multilateralism & fairer finance.

Strategic autonomy & multi-alignment

India engaging Quad, BRICS, SCO & the West at once is balance-of-power hedging under emerging multipolarity.

Exam hook: When a 2026 editorial says “the rules-based order is fraying”, translate it: a Constructivist worry about eroding norms + a Realist claim that power is re-concentrating + a Liberal defence of institutions. Naming the theory behind the headline is what separates a top answer.

16. Prelims PYQ Practice
