India–Southeast Asia Relations & the Act East Policy

From Look East (1991) to Act East (2014) — how ASEAN became the anchor of India's engagement with the Indo-Pacific.

Core idea: Southeast Asia is India's civilisational bridge to the wider Indo-Pacific. The Act East Policy upgrades the older economic-focused Look East into a strategic, security and connectivity-driven engagement, with ASEAN centrality at its core and the balancing of China as its silent driver.

1. Why Southeast Asia Matters to India

Strategic gateway: Southeast Asia sits astride the sea lanes linking the Indian and Pacific Oceans — the heart of the Indo-Pacific.
ASEAN as anchor: the 10-member bloc is India's fourth-largest trade partner and the institutional core of the regional architecture.
Civilisational depth: two millennia of Hindu-Buddhist cultural links (Angkor Wat, Borobudur, Ramayana traditions) give India unmatched soft-power roots.
Counter to China: a strong India presence gives ASEAN states a hedge against Chinese assertiveness in the South China Sea.
Economic dynamism: one of the world's fastest-growing regions — markets, supply chains and investment opportunities.
Northeast India link: Act East is the external face of developing India's Northeast as a land bridge to the region.

2. The Region & India's Reach

The 10 ASEAN states span mainland and maritime Southeast Asia. India connects to them by land (through Myanmar) and by sea (across the Bay of Bengal and Andaman Sea), with the Andaman & Nicobar Islands as a forward outpost near the Malacca Strait.

Mainland SEA: Myanmar, Thailand, Laos, Cambodia, Vietnam — reachable by land via India's Northeast.
Maritime SEA: Indonesia, Malaysia, Singapore, Brunei, Philippines — reached across the Bay of Bengal and Andaman Sea.
Chokepoint: the Malacca Strait carries a huge share of world trade and China's energy imports — India's Andaman & Nicobar Command sits astride its western approaches.

3. The Look East Policy (1991)

Trigger: the 1991 balance-of-payments crisis and end of the Cold War forced India to look outward for markets and partners; PM Narasimha Rao launched Look East.
Economic focus: phase one (1990s) was largely about trade, investment and integrating with ASEAN's booming economies.
Institutional entry: India became a Sectoral Dialogue Partner (1992), Full Dialogue Partner (1995), member of the ASEAN Regional Forum (1996) and Summit-level Partner (2002).
Phase two (2000s): widened to security and strategic issues — East Asia Summit membership (2005), defence links, connectivity ideas.
Limitation: largely economic and reactive; implementation of connectivity projects lagged, prompting the later upgrade.

4. The Act East Policy (2014)

Announced 2014: PM Modi rebranded Look East as Act East at the East Asia Summit — signalling action over rhetoric.
The 4 Cs / broadened scope: Culture, Commerce, Connectivity and Capacity-building — later adding a strong security and strategic dimension.
3 Ds: Democracy, Demography, Demand — the shared strengths India brings to the partnership.
Wider geography: Act East reaches beyond ASEAN to East Asia (Japan, South Korea) and the Pacific.
Northeast at the centre: explicitly links the development of India's Northeast to the region as a physical bridge.
Comprehensive Strategic Partnership (2022): India–ASEAN ties elevated to the highest tier on the 30th anniversary of the dialogue.

5. ASEAN & India–ASEAN Relations

ASEAN centrality: India explicitly backs ASEAN as the anchor of the regional and Indo-Pacific architecture — a shared principle.
Summit partnership: annual India–ASEAN summits since 2002; Comprehensive Strategic Partnership since 2022.
ASEAN-led mechanisms India is in: East Asia Summit (EAS), ASEAN Regional Forum (ARF), ADMM-Plus (defence ministers), Expanded Maritime Forum.
AITIGA: the ASEAN–India Trade in Goods Agreement (2010) is being reviewed to correct the trade imbalance and non-tariff barriers.
Delhi Declaration (2018): at the commemorative summit, all 10 ASEAN leaders were Republic Day chief guests — a diplomatic high point.
Not RCEP: India walked out of the Regional Comprehensive Economic Partnership (2019) over fears of a China-driven import surge — a key sensitivity in the economic relationship.

6. Indo-Pacific, SAGAR & IPOI

Indo-Pacific vision: India sees a free, open, inclusive, rules-based Indo-Pacific with ASEAN at its centre (PM Modi's Shangri-La speech, 2018).
SAGAR: "Security and Growth for All in the Region" (2015) — India's maritime doctrine of cooperative security and development for the Indian Ocean.
IPOI: the Indo-Pacific Oceans Initiative (2019) — seven pillars (maritime security, ecology, resources, capacity-building, disaster risk, S&T, connectivity); ASEAN states lead pillars.
AOIP alignment: India's IPOI dovetails with the ASEAN Outlook on the Indo-Pacific (AOIP) — both stress inclusivity and centrality, not containment.
QUAD linkage: the India-US-Japan-Australia Quad reinforces the Indo-Pacific agenda while India insists it is not anti-China or a military alliance.

8. Trade & Economic Ties

Big trade partner: ASEAN is India's fourth-largest trading partner; two-way trade is over US$120 billion.
Trade deficit: India runs a persistent deficit with ASEAN — a core reason for reviewing the AITIGA goods agreement.
Singapore hub: Singapore is India's top ASEAN trade and investment partner and a major source of FDI; CECA since 2005.
Supply chains: India courts SEA to diversify supply chains (China+1) in electronics, semiconductors and manufacturing.
Digital & fintech: UPI-PayNow linkage with Singapore; growing digital-economy cooperation.
Investment corridors: Indian firms in Vietnam, Indonesia and Thailand; ASEAN investment into Indian infrastructure and services.

9. Maritime Security & the South China Sea

Freedom of navigation: India consistently backs freedom of navigation and overflight and peaceful settlement of disputes in the South China Sea, per UNCLOS.
UNCLOS & the 2016 ruling: India calls for respecting the 2016 arbitral tribunal award against China's expansive claims — without naming China aggressively.
Naval diplomacy: MILAN exercise (hosted at Visakhapatnam), coordinated patrols, and port calls across SEA; SIMBEX with Singapore is India's longest-running naval exercise.
Vietnam energy stake: ONGC Videsh explores oil/gas in Vietnamese blocks in the South China Sea — a pointed signal to China.
Capacity-building: India supplies BrahMos missiles to the Philippines (first export deal, 2022) and coastal-security help — a strategic entry into maritime SEA.
Andaman & Nicobar Command: India's only tri-service command watches the western mouth of the Malacca Strait — a natural monitoring post.

11. The China Factor

Silent driver: China's rise and South China Sea assertiveness are the unstated logic behind Act East and the Indo-Pacific push.
Economic asymmetry: China is ASEAN's #1 trade partner and top infrastructure financier — India cannot match the scale, so it competes on trust and quality.
Hedging demand: ASEAN states want India as a balancer so they are not forced to choose between the US and China.
ASEAN's caution: ASEAN prizes centrality and avoids overt anti-China blocs — India respects this, keeping Act East inclusive, not containment.
RCEP dilemma: India stayed out of RCEP to avoid a China import flood, but this weakens its economic integration with the region — the central trade-off.

12. Challenges

Connectivity delays: flagship projects (Kaladan, Trilateral Highway) are chronically behind schedule, worsened by Myanmar's civil conflict.
Myanmar instability: the 2021 coup and ongoing conflict block India's only land route to SEA and create refugee and security spillovers into the Northeast.
Trade deficit & RCEP absence: a persistent deficit plus staying out of RCEP limit deeper economic integration.
China's scale: India's economic offer is dwarfed by Chinese trade and BRI investment in the region.
Implementation gap: a recurring "vision-heavy, delivery-light" critique of Act East on the ground.
Bureaucratic slowness: project execution and Northeast infrastructure development lag behind political commitments.

13. Way Forward

Deliver connectivity: fast-track Kaladan and the Trilateral Highway; develop the Northeast as a genuine land bridge.
Rebalance trade: complete the AITIGA review to cut non-tariff barriers and the deficit; deepen supply-chain (China+1) integration.
Deepen maritime ties: expand defence exports (BrahMos), joint patrols, and capacity-building across maritime SEA.
Leverage soft power: scale the civilisational, Buddhist, diaspora and digital (UPI) links that China cannot replicate.
Stabilise Myanmar policy: balance engagement with the junta, humanitarian concerns and border security to protect connectivity.
Institutionalise the Indo-Pacific: operationalise IPOI pillars with ASEAN partners and align with AOIP.

2022

Comprehensive Strategic Partnership

On the 30th anniversary of the dialogue, India–ASEAN ties were elevated to a Comprehensive Strategic Partnership — the highest tier.

2022

BrahMos to the Philippines

India signed its first BrahMos export deal (~US$375 mn) with the Philippines — a landmark defence-export entry into maritime SEA.

2023

AITIGA review launched

India and ASEAN began reviewing the goods agreement to correct the trade imbalance and remove non-tariff barriers by 2025.
