1. What is Foreign Policy?

1.1 Definition

Foreign policy is the set of principles, goals and strategies a state uses to manage its relations with other states and international actors, to protect and advance its national interest. It is the external projection of a nation's core values, security needs and developmental priorities.

It operates at the intersection of national interest (survival, security, prosperity, prestige) and the external environment (balance of power, alliances, global institutions).
India's is rooted in the Constitution — Article 51 (DPSP) directs the State to promote international peace, honour treaties, and encourage settlement of disputes by arbitration.

4. Non-Alignment & NAM

Non-alignment was India's signature Cold War posture: refusal to join either the US-led or Soviet-led military bloc, while judging each issue independently on its merits. It is a favourite statement-based Prelims theme — and an evergreen "relevance today" Mains question.

Intellectual roots: Nehru's vision, Panchsheel (1954), and the Bandung Afro-Asian Conference (1955) which produced the "Ten Principles".
Founders (five): Nehru (India), Tito (Yugoslavia), Nasser (Egypt), Sukarno (Indonesia), Nkrumah (Ghana).
First NAM Summit: Belgrade, 1961 — 25 members. NAM is now the largest grouping outside the UN (~120 members).
Criteria for membership (Belgrade): independent policy of non-alignment, support for national-liberation movements, no membership of a multilateral military alliance or bilateral alliance with a great power.

Prelims trap: the Gujral Doctrine's defining feature is non-reciprocity toward smaller neighbours — not mere "good neighbourliness". And Look East (1992) → Act East (2014) added the strategic/security layer; the upgrade year is 2014.

Statement trap: multi-alignment is not the abandonment of non-alignment — it is its evolution. Both simultaneously "engage everyone" and "commit to no bloc"; both statements are true at once.
