Central Asia — the five “Stans” (Kazakhstan, Uzbekistan, Turkmenistan, Kyrgyzstan, Tajikistan) — is India's “extended neighbourhood”: a landlocked, resource-rich, strategically pivotal region with deep civilisational ties to India but no direct land access (Pakistan blocks the way). India's engagement rests on the Connect Central Asia Policy (2012), a growing summit architecture (the India–Central Asia Summit and Dialogue), and a fix for the connectivity problem via Chabahar port and the INSTC, bypassing Pakistan through Iran. 1. India's Stake in Central Asia

Energy: vast hydrocarbons (Kazakh & Turkmen oil/gas) and uranium (Kazakhstan is the world's top producer) for India's nuclear power.
Strategic depth: a stable Central Asia buffers India from instability spilling out of Afghanistan — terrorism, radicalisation, narcotics.
Markets & connectivity: gateway to Eurasia; a potential corridor to Russia and Europe via the INSTC.
Counter-terrorism: shared concern over extremism, drug-trafficking and the Afghanistan spillover.
Balancing China & Russia: preventing a Chinese monopoly in India's extended neighbourhood.
Civilisational goodwill: centuries of Silk-Road, Buddhist and Mughal-era links create a reservoir of trust.

2. The Five Stans — Geography

A doubly-landlocked heartland: no Stan touches an open ocean, and India shares no direct border — the central strategic problem.

Kazakhstan: the giant — oil, gas and the world's top uranium output; India's largest trade partner in the region.
Uzbekistan: the demographic and cultural heart; double-landlocked; the most reform-minded, India-friendly hub.
Turkmenistan: huge natural-gas reserves; source of the TAPI pipeline; officially neutral.
Kyrgyzstan & Tajikistan: smaller, mountainous; Tajikistan hosts India's Ayni (Farkhor) air-base links — India's only military footprint abroad in the region.
The core problem: no ocean access and no land route through a hostile Pakistan — hence Chabahar and the INSTC.

3. Historical & Civilisational Links

Ancient Silk Route: Central Asia was the pivot of the trade artery linking India to Europe — ideas, goods, Buddhism flowed both ways.
Buddhism: spread from India into the region; sites at Termez (Uzbekistan) and across the steppe carry a shared Buddhist heritage.
Mughal roots: Babur came from Fergana Valley (Uzbekistan); deep cultural, linguistic (Persian/Turkic) and culinary imprint on North India.
Sufism: shared Sufi traditions — Khwaja Ahmed Yasawi, the Naqshbandi order — still resonate on both sides.
Soviet era: the five republics were part of the USSR; India's warm ties with Moscow gave it goodwill and technical links here before 1991.
1991 opening: independence of the five republics opened direct diplomatic ties; India recognised all five immediately.

4. India's Policy: Connect Central Asia

India's structured outreach evolved from ad-hoc post-1991 contact into the formal Connect Central Asia Policy (2012), a broad-based approach spanning politics, security, economy and culture.

Comprehensive engagement: political, economic, connectivity, security, capacity-building and cultural tracks run in parallel.
Extended Neighbourhood: Central Asia is treated as part of India's strategic periphery despite the absence of a shared border.
Institutional upgrade: the India–Central Asia Dialogue (foreign-minister level, since 2019) and the 2022 leaders' Summit gave the policy a standing architecture.

5. India–Central Asia Summit & Dialogue

First India–Central Asia Summit (Jan 2022): virtual, hosted by PM Modi with all five Presidents — the highest-level India–CA engagement ever, institutionalised as a biennial summit.
Delhi Declaration: committed to regular summits, a permanent Secretariat in New Delhi, and cooperation on Afghanistan, connectivity and security.
India–Central Asia Dialogue: foreign-minister mechanism since 2019; created working groups on Chabahar, Afghanistan and trade.
NSA-level dialogue: National Security Advisers meet on regional security, counter-terrorism and Afghanistan.
Afghanistan focus: a recurring shared concern — stability, counter-narcotics, and preventing terror spillover after the 2021 Taliban takeover.

6. Connectivity: The Core Challenge

Landlocked Central Asia plus a hostile Pakistan blocking the direct land route makes connectivity the single biggest bottleneck in the relationship. India's answer is to reach the region through Iran.

7. Energy & Economic Cooperation

Uranium: Kazakhstan is the world's largest uranium producer and a major supplier to India's civil-nuclear programme; long-term supply contracts signed.
Oil & gas: Kazakhstan (oil), Turkmenistan (world's 4th-largest gas reserves) and Uzbekistan hold vast hydrocarbon wealth India seeks to tap via TAPI and equity stakes.
Trade is tiny: India–Central Asia trade is only around US$2 billion — far below potential, choked by the connectivity gap.
US$1 billion line of credit: announced for development projects across the five states in priority sectors.
Minerals: the region is rich in rare-earths, copper, gold and other critical minerals India needs for its clean-energy transition.
Pharma & IT: Indian generics, IT services and higher education are natural growth areas; Indian IT centres set up under ITEC.

8. Security & Defence

Ayni (Gissar) air base, Tajikistan: India refurbished this base — its only military footprint abroad in the region; a strategic asset near Afghanistan.
Farkhor: the nearby facility India operated during the Afghan war; symbol of India's forward reach.
Counter-terrorism: shared threat from radicalisation, ISIS-K and drug trafficking out of Afghanistan; NSA-level and SCO-RATS cooperation.
Defence training: Central Asian officers train in Indian military academies under ITEC; joint exercises (e.g. KAZIND with Kazakhstan, Dustlik with Uzbekistan).
Afghanistan hedge: Central Asia is India's platform to monitor and influence developments in Taliban-run Afghanistan.

9. SCO & Multilateral Engagement

SCO membership (2017): India became a full member of the Shanghai Cooperation Organisation, sharing the platform with all five Central Asian states plus China and Russia.
RATS: the SCO Regional Anti-Terrorist Structure gives India a formal counter-terror channel with the region.
SCO Presidency (2023): India chaired the SCO and hosted the summit, using it to push connectivity and counter-terror agendas.
Balancing forum: SCO lets India engage Central Asia without a China veto on the bilateral track, but also forces it to sit alongside Pakistan and China.
CICA & others: India also engages via the Conference on Interaction and Confidence-Building Measures in Asia and the India–CA Dialogue.

10. The New Great Game: China & Russia

India is a latecomer in a region where China and Russia are the dominant external players. India's strategy is to carve a distinct, welcome niche rather than compete head-on.

China dominates economically: BRI investment, pipelines and trade make China the top external partner — a debt and dependency concern for the Stans.
Russia leads security: via the CSTO, military bases and deep Soviet-era ties, though its weight is dented by the Ukraine war.
India's niche: a trusted, non-hegemonic partner offering capacity-building, education, health and connectivity — a welcome hedge against over-dependence.
Constraint: India cannot match Chinese money or Russian bases, so it competes on trust, soft power and democratic credentials, not scale.

12. Challenges

Connectivity gap: no direct land link; Pakistan blocks transit; Chabahar/INSTC still under-utilised — the binding constraint.
China's dominance: India's economic offer is dwarfed by Chinese BRI money and trade volumes.
Tiny trade: ~US$2 bn is far below potential and below China's tens of billions.
Afghanistan instability: the Taliban takeover, terror and narcotics threaten the whole region and India's routes.
US sanctions on Iran: complicate Chabahar and INSTC financing and operations.
Implementation deficit: many MoUs and summit pledges move slowly from paper to ground.

13. Way Forward

Operationalise Chabahar & INSTC: move from agreements to actual cargo volumes; integrate the Ashgabat corridor.
Deepen the summit architecture: hold biennial summits, staff the Secretariat, convert declarations into projects.
Leverage soft power: scale ITEC scholarships, IT centres, health and education — India's true comparative advantage.
Secure critical minerals & uranium: lock in long-term supply of uranium, rare-earths and copper.
Coordinate with like-minded partners: work with the EU, Japan and the US on connectivity to counter BRI dependence.
Stay the course on Afghanistan: use Central Asia as the platform for a stable, terror-free Afghan policy.

2024

Chabahar long-term deal

India Ports Global signed a 10-year contract to operate the Shahid Beheshti terminal at Chabahar — a decisive step to make the Central Asia gateway operational despite US-sanction risk.

2023

India's SCO Presidency

India chaired and hosted the SCO summit, pushing connectivity and counter-terrorism; reaffirmed engagement with all five Central Asian members.

2022

First India–Central Asia Summit

The virtual leaders' summit with all five Presidents institutionalised a biennial format and a New Delhi Secretariat via the Delhi Declaration.

2023

NSA dialogue on Afghanistan

India hosted the NSA-level meeting focusing on Afghanistan, counter-terror, drug trafficking and regional connectivity.

2024

Uranium & critical minerals

India deepened uranium supply contracts with Kazakhstan and explored rare-earth and critical-mineral tie-ups for its clean-energy transition.

KAZIND & Dustlik exercises

India continued joint military exercises with Kazakhstan (KAZIND) and Uzbekistan (Dustlik), deepening defence and counter-terror ties.
