India & West Asia II: Iran, Israel, Turkey & Egypt

Beyond the Gulf monarchies — the non-Arab and North-African arc where India balances Chabahar with de-hyphenation, sanctions with strategy, and the Palestine question with the Abraham Accords.

Core idea: Beyond the Gulf, India engages four pivotal West-Asian states through a policy of de-hyphenation and simultaneous balance — Iran for connectivity (Chabahar, INSTC), Israel for defence and technology, Egypt for the Suez lifeline and Africa-Mediterranean reach, and a prickly Turkey it manages rather than courts. India deals with each on its own merits without letting ties with one damage ties with a rival (Iran↔Israel, Israel↔Arab world). Territorial note: all figures here are schematic; India is shown with its full official boundaries including J&K and Ladakh (with PoK, Gilgit-Baltistan and Aksai Chin) and Arunachal Pradesh.

1. Why West Asia II Matters to India

Energy & the extended neighbourhood: West Asia is India's energy heartland and its "extended neighbourhood" — stability here directly affects oil, remittances and 9 million-plus diaspora.
Connectivity to Eurasia: Iran's Chabahar port and the International North-South Transport Corridor (INSTC) give India a Pakistan-bypassing route to Afghanistan, Central Asia and Russia.
Defence & technology: Israel is a top-three arms supplier and a partner in agriculture, water, cyber and space.
De-hyphenation: India simultaneously deepens ties with Iran and Israel, and with Israel and the Arab world — a diplomatic tightrope walked successfully since 1992/2017.
Suez & trade: Egypt controls the Suez Canal, through which a large share of India–Europe trade flows; the IMEC corridor also lands in this region.
Great-power contest: China's 25-year Iran deal, its Gulf outreach and Turkey's Pakistan tilt make Indian engagement strategically necessary.

3. India–Iran: Chabahar & Connectivity

Civilisational ties: deep historical, cultural and linguistic links; Persian influence on Indian administration and culture.
Chabahar port: on Iran's Makran coast (Gulf of Oman) — India developed the Shahid Beheshti terminal; a 10-year operating contract was signed by India Ports Global Ltd in May 2024. It bypasses Pakistan to reach Afghanistan and Central Asia.
INSTC: the International North-South Transport Corridor (India–Iran–Russia, 2000) is a 7,200 km multimodal route cutting transit time/cost to Russia and Europe versus the Suez route.
Energy: Iran was once a top oil supplier; India also had a stake in the Farzad-B gas field.
Afghanistan link: Chabahar was the delivery route for Indian humanitarian wheat and the Zaranj-Delaram road.

Prelims pin: Chabahar is in Iran (Gulf of Oman); Gwadar (China-built, ~170 km away) is in Pakistan. Don't swap them.

4. India–Iran: Sanctions & the China Factor

US sanctions: India cut Iranian oil imports to near-zero after US secondary sanctions (2019); Chabahar received a US sanctions waiver for its Afghanistan connectivity role.
China's 25-year deal: the 2021 Iran–China Comprehensive Strategic Partnership (~$400 bn reported) raised concern about Iran drifting into China's orbit and about Farzad-B.
Payment problems: banking-channel and insurance hurdles under sanctions slowed investment and trade.
Regional instability: Iran–Israel escalation, Houthi/Red Sea attacks and Hormuz tensions complicate India's balancing act.
Balance with Israel & the Gulf: India keeps Iran ties functional without alienating Israel, the US or Saudi Arabia.

5. India–Israel: De-hyphenation & Defence

Full diplomatic ties (1992): established under PV Narasimha Rao; the relationship stayed largely low-key until it was mainstreamed.
De-hyphenation: PM Modi's 2017 visit was the first by an Indian PM to Israel — India now engages Israel on its own merits, de-linked from the Palestine question, while still supporting Palestine separately.
Defence: Israel is among India's top arms suppliers — Barak-8 (jointly developed), Spike ATGMs, Heron/Searcher UAVs, Phalcon AWACS, precision munitions.
Agriculture & water: Centres of Excellence, drip irrigation and micro-irrigation know-how across Indian states.
Cyber, space & innovation: R&D, start-ups, water-tech and homeland-security cooperation.

6. Israel: I2U2, Abraham Accords & Palestine

I2U2 (2022): India–Israel–UAE–USA minilateral ("West Asian Quad") for food security, clean energy, water, health and infrastructure — enabled by the Abraham Accords.
Abraham Accords (2020): Israel's normalisation with the UAE, Bahrain and others opened space for groupings like I2U2 and made India's simultaneous Israel–Gulf ties easier.
IMEC (2023): the India–Middle East–Europe Economic Corridor (announced at the G20 Delhi summit) runs India–UAE–Saudi–Israel–Europe.
Palestine balance: India retains long-standing support for a two-state solution and for a sovereign Palestine with East Jerusalem as capital — de-hyphenated from, not opposed to, its Israel ties.
Gaza conflict: the 2023–24 war tested the balance; India condemned terrorism while backing humanitarian aid and a negotiated two-state outcome.

Nuance for Mains: de-hyphenation does NOT mean abandoning Palestine — India runs two parallel, de-linked tracks. Conflating them is a common error.

7. India–Turkey: A Difficult Partner

Kashmir irritant: Turkey has repeatedly raised Kashmir at the UN and in the OIC, siding rhetorically with Pakistan — India's biggest grievance.
Pakistan tilt: close Turkey–Pakistan defence and diplomatic ties (drones, warships) put Ankara at odds with Delhi.
Cyprus & groupings: India supports Cyprus and has deepened ties with Greece and Armenia — Turkey's rivals — as a counter-balance.
Op Dost (2023): India sent large earthquake relief to Turkey and Syria — "earthquake diplomacy" that briefly warmed ties.
Trade & connectivity: modest trade; Turkey is cool towards IMEC (which bypasses it) and promotes its own Iraq Development Road.

8. India–Egypt: Strategic Partnership & Suez

NAM legacy: Nehru and Nasser were co-founders of the Non-Aligned Movement — a deep historical bond.
Strategic Partnership (2023): elevated during President El-Sisi's Republic Day chief-guest visit (Jan 2023) and PM Modi's Cairo visit (June 2023).
Suez Canal: a chokepoint for India–Europe trade; Red Sea/Houthi disruptions since 2023 have raised freight costs and rerouting around the Cape.
Defence: joint exercises (Cyclone), HAL Tejas interest, training and counter-terror cooperation.
Food & trade: India supplied wheat to Egypt during the 2022 grain crisis; Egypt joined BRICS (2024) and is a gateway to Africa and the Mediterranean.

Not either/or: India pursues both — INSTC opens the Eurasian/Russian axis; IMEC opens the Gulf–Mediterranean–Europe axis. They are complementary hedges.

10. The Palestine Balancing Act

Historic stance: India was the first non-Arab state to recognise the PLO (1974) and recognised the State of Palestine (1988).
Two-state solution: India consistently backs a sovereign, independent Palestine living beside Israel, with East Jerusalem as capital.
De-hyphenation in practice: since 2017 India votes and engages issue-by-issue — supporting Israel on terrorism, Palestine on statehood and humanitarian aid.
Development aid: India funds a technology park, schools and health projects in Palestine and contributes to UNRWA.

Institutionalise I2U2 & IMEC: convert announcements into bankable projects despite the Gaza-war setback.
Manage Turkey pragmatically: use trade and diaspora, deepen Greece/Cyprus/Armenia balance, counter Kashmir rhetoric.
Anchor Egypt: build out the 2023 partnership — defence exports, Suez logistics, Africa/Mediterranean gateway.
Hold the Palestine balance: keep two-state advocacy credible while sustaining Israel ties.
