3. SAARC — Structure & Mandate

4. Why SAARC Is Paralysed

Not a full substitute: BIMSTEC excludes Pakistan, Afghanistan and Maldives, so it cannot deliver a whole-South-Asia agenda — SAARC remains the only pan-South-Asian frame, dormant but not dead.
