Core idea: Latin America and the Caribbean (LAC) is India's “distant neighbour” — geographically far but strategically valuable for food security, energy, critical minerals (lithium), pharma and IT markets, and for South-South solidarity (IBSA, BRICS, G4). Long neglected, the region is now a priority under the FOCUS-LAC trade programme, with Brazil as the anchor. 1. Why LAC Matters to India

Food security: Argentina and Brazil are top suppliers of edible oils (soybean, sunflower) and pulses — vital to India's food basket.
Energy: Venezuela, Brazil, Mexico and Colombia are crude sources; diversifies India away from the Gulf.
Critical minerals: the “Lithium Triangle” (Argentina, Chile, Bolivia) holds most of the world's lithium reserves — key for EV batteries and India's energy transition.
Markets: ~650 million people, rising middle class — demand for Indian pharma, autos, IT and two-wheelers.
South-South & multilateral: partners in IBSA, BRICS (Brazil), G4 (Brazil for UNSC), G20 and climate coalitions (ISA).
Democratic affinity: a region of large democracies sharing India's development challenges.

2. The Region at a Glance

3. India–Brazil: The Anchor

Strategic Partnership (2006): Brazil is India's largest trade partner in LAC and its most important political partner in the region.
Multilateral synergy: co-members of BRICS, IBSA (India-Brazil-South Africa), G4 (UNSC reform), G20 and BASIC (climate).
Ethanol & energy: Brazil is a world leader in sugarcane ethanol — a model for India's biofuel/ethanol-blending programme and the Global Biofuels Alliance (launched at G20 Delhi, 2023, India-Brazil-US).
Defence: cooperation in space, and interest in India's defence platforms (Akash, coastal radars, aircraft).
Trade: autos, pharma, agrochemicals; India runs a mixed balance driven by crude and edible oils.

4. Mexico, Argentina, Chile & Peru

Mexico: "Privileged Partnership" (2007); a top LAC trade partner — autos, crude, electronics; a gateway to North America (USMCA).
Argentina: elevated to a Strategic Partnership (2019); a major edible-oil supplier and a lithium source; India's KABIL secured lithium exploration blocks (2024).
Chile: India's PTA partner (since 2007, expanded 2017); copper and lithium; a Pacific Alliance member.
Peru: FTA under negotiation; copper, minerals; Pacific Alliance member.
Others: Colombia (crude, Pacific Alliance), Venezuela (crude, but sanctions-hit), Cuba (old friendship, medicine, ITEC training), Bolivia (lithium).

5. The Caribbean & CARICOM

Diaspora bond: large people-of-Indian-origin communities in Guyana, Trinidad & Tobago, Suriname and Jamaica (descendants of indentured labour).
India-CARICOM Summit (2023): PM Modi met CARICOM leaders in Guyana; India announced 7-pillar cooperation ("C-A-R-I-C-O-M" framework) — capacity building, agriculture, renewables, ICT, cricket, ocean economy, medicine.
Small-island solidarity: India supports SIDS on climate (ISA, CDRI) and development finance (grants, LoCs).
Guyana: new oil giant (ExxonMobil finds) — India eyes energy and infrastructure; PM Modi visited (2024) and received Guyana's highest honour.

FOCUS-LAC: India's trade-promotion programme for the region (launched 1997, revamped) — the policy vehicle for deepening LAC commerce.

7. Energy, Food & the Lithium Triangle

Food: Argentina/Brazil edible oils and pulses cushion India's food inflation and import dependence.
Crude: Venezuela, Brazil, Mexico, Colombia diversify India's oil sources.
Lithium & copper: KABIL (India's mineral PSU JV) is pursuing lithium in Argentina; Chile/Peru supply copper — both vital for EVs and electronics.
Biofuels: Global Biofuels Alliance (2023) with Brazil advances ethanol cooperation.

8. Pillars: Pharma, IT & Diaspora

Pharma: India is a major supplier of affordable generics and vaccines to LAC (large presence in Brazil, Mexico, Central America); "pharmacy of the South".
IT & services: Indian IT majors (TCS, Infosys, Wipro) have large delivery centres in Mexico, Brazil, Uruguay, Colombia.
Autos & two-wheelers: Indian brands (Bajaj, TVS, Hero, Mahindra) are popular across the region.
Vaccine diplomacy: India supplied COVID vaccines to several LAC states (Vaccine Maitri).
Diaspora: Indo-Caribbean communities (Guyana, Trinidad, Suriname) are a cultural and political bridge.

9. The China Factor

China's dominance: China is LAC's top or second trade partner and a huge investor (BRI, ports, mines, dams, 5G) — dwarfing India's footprint.
Debt & resources: Chinese loans-for-resources and megaprojects give Beijing deep leverage across the region.
India's niche: India competes on quality, democracy and trust rather than volume — pharma, IT, capacity building and transparent development.
Critical minerals contest: both seek lithium/copper access; India must move fast on KABIL-type deals.

Leverage multilateralism: use IBSA, BRICS, G4 and the Global Biofuels Alliance as anchors.
Connectivity & logistics: shipping lines, direct flights, trade-finance and Exim LoCs.
Diaspora & soft power: harness Indo-Caribbean links, ITEC training, pharma and IT presence.
Institutionalise LAC engagement: regular summits (CARICOM-style) and a coherent LAC strategy.
