Formal institutions like the UN are gridlocked and slow; the real agenda-setting of the 21st century increasingly happens in informal clubs where a handful of consequential states cut deals. For India, these groupings are simultaneously a stage, a lever and a hedge — places to project influence, push reform, and balance between the developed and developing worlds.

Agenda-setting power: the G7 and G20 shape global responses to crises, finance, climate and technology long before the UN acts — India must be inside to influence outcomes.

3. The G7: the Rich-Club & India's Outreach Role

The G7 is the world's most exclusive economic club — an informal grouping of advanced Western democracies that coordinates on the global economy, security and values. India is not a member, but as its economic weight has grown it has become a near-permanent outreach invitee, a status that itself signals India's rise.

Membership: France, the USA, the UK, Germany, Japan, Italy and Canada, plus the European Union — seven advanced economies bound by shared democratic values.
Origins: born in 1975 (as the G6, amid the oil crisis and stagflation), with Canada joining in 1976 — a forum for the West's leading economies to manage turbulence.
The G8 interlude: Russia joined to make the G8 (1997–2014) but was expelled after its 2014 annexation of Crimea, returning it to the G7.
India's outreach role: India has been repeatedly invited to G7 summits as a guest — a recognition that no major global issue (climate, tech, supply chains) can be solved without it.
Relevance debate: as the G7's share of world GDP shrinks against emerging economies, its legitimacy as a decision-maker is increasingly questioned — strengthening the case for the broader G20.

4. The G20: Origins & Architecture

The G20 is the premier forum for international economic cooperation — and understanding how it works (its unusual leaderless, secretariat-less design) is as important as knowing its members. It emerged from crisis and matured into the world's steering committee.

Two-stage birth: created in 1999 as a forum of finance ministers & central-bank governors after the Asian financial crisis; upgraded to an annual leaders' summit in 2008 during the global financial crisis.
Weight: its members account for roughly 85% of global GDP, ~75% of world trade and about two-thirds of the world's population — genuine systemic representativeness.
Membership: 19 countries + the European Union, with the African Union admitted as a permanent member in 2023 under India's presidency.
No charter, no secretariat: the G20 has no permanent headquarters or staff — continuity is provided by the troika (the previous, current and next presidencies working together).

The theme: "Vasudhaiva Kutumbakam — One Earth, One Family, One Future", drawn from the Maha Upanishad — framing global challenges as shared and human-centric.

6. The G77: the Global South's Bloc

If the G7 is the club of the rich, the Group of 77 is the coalition of the rest — the largest intergovernmental grouping of developing countries in the United Nations, and India's oldest platform for South-South solidarity.

Origin & name: formed in 1964 by 77 developing countries at the first UN Conference on Trade and Development (UNCTAD); it kept the name even as membership grew to 130+.
"G77 and China": China associates with but is not formally a member — the bloc is styled "the Group of 77 and China", a key factual point.
Purpose: to articulate and promote the collective economic interests of the developing world and enhance its negotiating capacity at the UN — historically the vehicle for demands like the New International Economic Order (NIEO).
India's role: a founding member and long-standing leader, India uses the G77 to build developing-world consensus on trade, climate, debt and development finance.
Rotating chair: the chairmanship rotates by region annually, coordinating the bloc's positions across UN negotiations.

Prelims trap: the G77 was founded in 1964 by 77 states but now has 130+ members; it is formally styled "G77 and China". Do not confuse it with the Non-Aligned Movement (NAM), a separate, more political grouping.

7. The Commonwealth

The Commonwealth is a voluntary association of 56 states, most (though no longer all) former territories of the British Empire — a post-imperial family bound by shared values, language and institutions rather than by treaty obligations or power.

Membership & head: 56 member states; its symbolic Head is King Charles III — a ceremonial role, not a source of authority over members.
India's pivotal 1949 choice: the London Declaration (1949) allowed India to become a republic yet remain in the Commonwealth by accepting the Crown as the symbol of the free association — India was the model that let the modern Commonwealth exist.
Beyond the Empire: countries with no colonial link to Britain — Rwanda, Mozambique, Togo, Gabon — have joined, showing it is now a values-based, not purely historical, club.
Values & institutions: the Harare Declaration (1991) committed members to democracy, rule of law and human rights; the Secretariat sits in London and leaders meet at the biennial CHOGM.

The pitch: India argues it can represent developing-country concerns — debt, food and energy security, climate finance, fair trade — more credibly than any other power because it shares their history and their present.
Institutional expression: the Voice of the Global South Summits (2023), the AU's G20 entry, and India's leadership in the G77 all operationalise the brand.
Bridge, not bloc leader: India positions itself as a connector between North and South rather than a confrontational Third-World champion — a pragmatic evolution from Cold-War non-alignment.
The China contest: the Global South is also where India competes with China for developing-world leadership — offering an alternative to Chinese debt-heavy influence.
Credibility test: the brand's durability depends on delivery — concrete outcomes for the South, not just summit rhetoric.

9. Plurilateralism vs Multilateralism

The rise of these clubs reflects a deeper shift — from universal, treaty-bound multilateralism (the UN) toward flexible, exclusive plurilateralism (the Gs). Weighing the trade-off between the two is a favourite analytical theme.

India's approach is not to choose one over the other but to work both — using plurilateral clubs to set agendas and build coalitions, while pressing those coalitions to reform the formal multilateral order.

Great-power polarisation: the Russia–Ukraine and US–China rifts increasingly paralyse G20 consensus — making the 2023 unanimous declaration harder to repeat.
Legitimacy gap of exclusive clubs: the G7 and even the G20 are criticised as self-appointed — India must justify its seat while advocating for those left out.
Non-binding limits: these forums produce declarations, not enforceable law — commitments often go unimplemented, limiting real-world impact.
Balancing dual identities: championing the Global South while sitting at the rich nations' table risks accusations of speaking for the South while joining the North.

Deliver concrete South-South outcomes: back the brand with tangible development, digital-infrastructure and debt-relief wins so leadership is earned, not merely claimed.
Bridge, don't polarise: keep brokering between blocs (as in 2023) to remain the indispensable connector in a fragmenting order.
Guard consensus: invest diplomatic capital in keeping the G20 functional despite great-power rifts — a functioning steering committee serves India's interests.
