Conceptual Clarity — Why this Topic Matters

Organizations and funds are among the most reliably-asked Prelims items because the facts are crisp and unambiguous. Three patterns recur:

UNEP is a programme, not a specialised agency — it lacks the treaty-based autonomy of, say, the WHO or FAO. A recurring distractor.
IPCC and IPBES assess science but do not conduct original research — they synthesise existing literature.
IUCN is a hybrid — the only global body where governments and NGOs are both voting members.

2. UNEP — The UN Environment Anchor

The United Nations Environment Programme (UNEP) is the leading global authority on the environment. Born of the 1972 Stockholm Conference, it sets the global environmental agenda and hosts several convention secretariats.

The International Union for Conservation of Nature (IUCN), founded in 1948 (HQ Gland, Switzerland), is the world’s largest conservation network — a unique hybrid of governments and civil-society organizations.

GEF vs GCF (the core distinction): GEF is the multi-convention mechanism; GCF is climate-specific and larger. Both are UNFCCC financial mechanisms.
The GEF also hosts the Least Developed Countries Fund (LDCF) and the Special Climate Change Fund (SCCF).
India is both a contributor and recipient across these funds — and a strong voice for scaling up developed-country finance.
