Classifying Multilateral Environmental Agreements (MEAs) & CBDR

Before the individual treaties, fix the grammar of international environmental law — the difference between a framework convention and a protocol, hard vs soft law, and the equity principle (CBDR) that runs through climate diplomacy.

1.2 CBDR-RC — the equity principle

Common But Differentiated Responsibilities & Respective Capabilities — all states share responsibility for the environment but developed nations, having contributed more historical emissions & having greater capacity, must lead.
Origin: Rio Declaration, 1992 (Principle 7); embedded in the UNFCCC & reaffirmed (as “CBDR-RC in light of national circumstances”) in the Paris Agreement.

Stockholm 1972, UNEP & the Rio 1992 Foundations

Modern environmental diplomacy begins with the 1972 Stockholm Conference and matures at the 1992 Rio Earth Summit, which spawned three “Rio Conventions.”

UNFCCC, 1992 — the Parent Climate Treaty

The United Nations Framework Convention on Climate Change is the umbrella under which all climate negotiations (Kyoto, Paris, every COP) sit. Objective: stabilise greenhouse-gas concentrations to prevent “dangerous anthropogenic interference.”

Paris Agreement, 2015

The landmark climate treaty adopted at COP21 (Paris) — universal (all countries act) and built bottom-up on Nationally Determined Contributions (NDCs).

5.1 India’s Paris commitments & Panchamrit

At COP26 (Glasgow, 2021) India announced Panchamrit: 500 GW non-fossil capacity by 2030; 50% energy from renewables by 2030; cut projected emissions by 1 bn tonnes by 2030; reduce emissions intensity of GDP by 45% (2030 vs 2005); net-zero by 2070.
India’s updated NDC (2022) formalised the 45% intensity cut & 50% non-fossil target.

Kyoto vs Paris (most-tested contrast): Kyoto = top-down, binding targets on developed only; Paris = bottom-up NDCs for all, legally binding process but nationally-determined ambition. Both under the UNFCCC.

The Ozone Regime — Vienna, Montreal & Kigali

The most successful environmental treaty regime — universally ratified and demonstrably healing the ozone layer.

The Intergovernmental Panel on Climate Change supplies the scientific consensus that drives climate negotiations — it does not conduct research itself but assesses published science.
